Project Team
The Project Team is a group involved in the day-to-day development of the PAS. The team members are the Sponsor, the Sponsor’s Project Manager, the BSI Project Manager and the Technical Author(s).
(i) Sponsor
For the purposes of this project Defra and the Carbon Trust are jointly and severally referred to as the Sponsor.
(ii) Sponsor’s Project Manager - responsibilities
- Central point of contact
- Liaise with BSI Project Manager, Technical Author(s) and other project stakeholders
- Provide BSI Project Manager with relevant information
- Act on Sponsor’s behalf
- Attend all meetings
- Identify Stakeholders for consultation
- Logistical support

(iii) BSI Project Manager – responsibilities

- Attend all meetings
- Maintenance of the schedule
- Participate and provide guidance in Steering Group meetings
- Draft editing and production of the PAS within timescale and budget
- Management of the PAS development process
- Co-ordination and management of the consensus-building process

(iv) Technical Author(s)
- Individual(s) with a thorough knowledge of the industry responsible for writing the base document
- Support BSI Project Manager in the production of the PAS
- Attend PAS drafting meetings
- Participate and provide guidance in Steering Group meetings
- Co-ordinate best practice/methods review and reflect its outcome in the PAS

The Steering Group
The PAS Steering Group comprises stakeholders responsible for PAS draft development, draft approval and comments resolution, including representatives of BSI, the Sponsor, the author(s) and relevant experts. The Steering Group has the following characteristics and responsibilities:
- Holds technical expertise
- Responsible for sourcing relevant technical information and overseeing best practice reviews
- Responsible for regular PAS draft reviews (comments submission and regular meetings)
- Tasked with identifying Key Stakeholders in addition to the Sponsors
- Builds consensus through comments resolution
- Responsible for decisions relating to the inclusion of comments collated from the Key Stakeholders and Review Panel, supported by the Project Team
Additionally, the Steering Group:
- Should represent the key interests and cover the key technical areas required for the PAS. The Steering Group is made up largely of members already appointed by Carbon Trust and Defra
- Will provide broad-based representation of the industry to which the PAS relates
- Be objective in the process and consult directly with BSI and the Sponsors
- In the event of the Steering Group failing to reach consensus, the Sponsors will normally be able to make the final decision on technical matters, although BSI reserves the right to overrule any decision that we have reason to believe is not technically robust or commercially biased (in the PAS).
