As part of the World Bank Energy Sector Reform Programme for Ethiopia, a review of the regulatory framework, rules, codes, standards and other legal instruments was undertaken by BSI. The scope of the project included:
- identifying areas to be governed by regulation from the general framework of power supply system standards, building installation standards and equipment standards
- reviewing and revising technical requirements of the licensing procedure to support the particular requirements of rural electrification
- identifying and providing appropriate sources for developing the Ethiopian National Electrical Standards on electricity generation, transmission, distribution, system operations, building installation, and Eeectrical equipment
- identifying policy, organization and technical barriers or deficit in the existing legal and institutional framework that affected administration of technical standards and regulations
- identifying training requirements of the agency staff on the subject of technical regulation, theory and practice
- identifying the hardware need for electrical standard regulation and assist the agency in the process of procurement
- providing specific recommendations including alternative legal and regulatory systems
- reviewing the power market and power system development plan and financing strategies
- Recommending means of effectively disposing the regulatory mandate of the agency
- Reviewing existing available regulations on generation, transmission, distribution, system operations, building installation and electrical equipment, and prepare appropriate regulations related to these functions.
