The Noise Emission in the Environment by Equipment for use Outdoors Directive (2000/14/EC)

The free movement of goods lies at the heart of achieving an open market for business in Europe and the implementation of the "Global approach" to certification and testing is part of this concept. The Noise Emission in the Environment by Equipment for use Outdoors Directive 2000/14/EC, is considered one of these "Global Approach" Directives.

The Noise Emission in the Environment by Equipment for use Outdoors Directive was adopted by the European Parliament and the Council on 3 July 2000 as Directive 2000/14/EC. Its purpose is to harmonise national laws of member states regarding noise emission limits and labelling requirements at the manufacturing stage.

From 3rd January 2002, all equipment for use outdoors within the scope of the Directive placed on the market or put into service in the community must comply with the provisions of the Directive. Failure to comply with the requirements of the Directive will mean that these products may be prohibited from being placed on the community market, or withdrawn if placed on the market after 3rd January 2002.

BSI services

BSI has been appointed by the secretary of state as a Notified Body under regulation 14 of the Noise Emission in the Environment by Equipment for use Outdoors Regulations 2001 (the Regulations) which implement the provisions of Council Directive 2000/14/EC (the Directive). This appointment being effective from 4 June 2001. BSI is appointed for the purposes of the following Directive Annexes:  

  • Annex VI - Internal control of production with assessment of technical documentation and periodical checking
  • Annex VII - Unit Verification
  • Annex VIII - Full quality assurance

The Directive applies to 57 types of equipment for use outdoors, which requires noise emission measurements to be taken and to fix labels showing the "guaranteed" noise levels of each machine. In addition, the Directive sets noise limits for 22 of the 57 categories, for equipment subject to noise limits the involvement of a notified body will be required.
